コロナウィルス COVID-19 の風力発電への影響（5/20改訂）
新型コロナウィルスCOVID-19の感染拡大で、世界の風力発電にも大きな影響が出ています。
夏までに終息すればいいのですが、まだ予断を許さない状況です。
風力発電事業に対する新型コロナウィルス感染症の影響は？

2020年の世界の新規導入量も当初予測から 約5GW の下方修正になっています。
（上図のWoodMackenzie社の予測図を参照）
4月15時点で、中国・スペインでは工場が再開していますが、イタリア、インド、トルコ、
米国、メキシコでは風車工場の閉鎖が相次いでいます。
特に米国ノースダコダ州の LM ブレード工場では128人の大規模感染（1人死亡）が発生。
【追記】3月中旬からスペインも Vestas､SGR､LM の工場が休止、4月9日まで全工場休止へ。

１．中国の風力発電所の建設と風車製造の遅延（中国の2020年新規導入量が10～50%減少）
・春節休暇の延長（1/24～30の予定が、2/4-14頃まで伸びた）、検疫による物流の混乱、
労働者不足等により、既に約10%（約3GW､世界の4%に相当）に遅延減産が発生している。
以前から生産逼迫していたブレードと大型軸受の減産が大きい。

・天津にあるVestasとSGREの風車工場は2/10の週から操業を再開。
天津港もWHOの貨物規制はまだ受けていない。
しかしサプライヤーはまだ復帰しておらず、100%操業への復帰には数か月かかる。
・影響の拡大の度合いは、ウィルス封込完了時期次第。最悪だと50%減産もあり得る。
・中国は2020､21年にFIT価格低減があり、年末までに建設完了できないと影響が大きい。
２．中国以外（海外）への影響
・欧米風車メーカで、中国の機器メーカから部品調達している所は生産遅延の影響を受ける。
・SGREはリスク管理のために、インド風車工場拡張による中国依存提言も検討している。
・中国以外では、PTCの制約で12月末までに風車を建設する必要のある米国が影響を受ける。
・風車納入逼迫（生産遅延による品薄化）により、短期的に風車価格が上昇する可能性がある。
4月追記
・3月下旬～4月上旬にはイタリアとスペインの風車工場が休止
（スペインは4/9以降に再開。イタリアは5月3日まで。）
・4月からインド、トルコ、米国。メキシコ、でも風車工場の閉鎖が相次ぐ。
３．風力イベントの休止・延期、東アジア地域への渡航制限
・欧州企業では、日本を含む東アジア地域への渡航自粛が始まっている。
・このため、複数の風力イベントが休止・延期になっている。
