JWPA and TOWIA Sign MOU -Toward Strengthening Cooperation and Advancing Offshore Wind Development in Asia-

The Japan Wind Power Association (JWPA) (Minato-ku, Tokyo, President: Masaru Akiyoshi) announced that on October 16, 2025, it signed a Memorandum of Understanding (MOU) with the Taiwan Offshore Wind Industry Association (TOWIA) (Taipei City, Chairperson: Viola Lin) to promote collaboration in the offshore wind sector and advance industry development across the Asian region.
The signing took place during the Global Offshore Wind Summit – Japan 2025, held in Akita City from October 15 to 17.
This MOU establishes a framework for enhanced collaboration between the two associations to accelerate offshore wind deployment, drive technological innovation, and strengthen supply chain networks in Japan and Taiwan. Through this partnership, JWPA and TOWIA aim to contribute to the sustainable growth and global competitiveness of the offshore wind industry across Asia.
Under the MOU, the two associations will work together in the following areas:
・Create business opportunities and promote supply chain collaboration to develop offshorewind energy technologies and expand the market
・Regularly exchange information, knowledge and experience related to the offshore wind sector
・Jointly organize seminars, workshops, site visits, and networking events
・Strengthen industry leadership and promote sustainable industry development in the Asian offshore wind energy sector
The MOU is valid through December 31, 2027, and will be automatically renewed every two years unless either party provides written notice of its intention not to extend.
Masaru Akiyoshi, President of JWPA, stated:
“Japan and Taiwan play an important role in the Asian offshore wind market. Through this MOU, we will leverage our mutual expertise and strengths to further contribute to decarbonization and the development of the offshore wind industry across the region.”
Viola Lin, Chairperson of TOWIA, commented:
“This partnership represents a significant step forward not only for Taiwan and Japan but also for the advancement of the offshore wind industry across Asia. We believe that closer collaboration between our associations will enhance industrial competitiveness and support the realization of a clean energy society.”
Building on this agreement, JWPA and TOWIA will continue to deepen their cooperation, working together to position offshore wind power as a core element of a sustainable energy supply in the Asian region.
