Japanese government orders wind turbine owners to perform & report safety inspection every 3 years from next April.
Japanese METI (who is in charge of power plant safety) starts periodic safety inspection report system for all wind turbines over 500kW from 1 April 2017.
The Japan Electric Association (JEA) has shown "Guideline for wind turbine periodic inspection" at the Japan Electrotechnical Standards and Codes Committee (JESC) held on 8 Mar. 2017.
All wind turbine owners have to perform the safety inspections and report their results to the official approvers every 3 years. (The "excellent owner" may enjoy extending report interval to 6 years. Approvers review them and report to METI. METI sends certificates to the wind turbine owners.
We have operated similar report system for large fossil & nuclear power plants. Wind power plants have been involved from 1 April 2017.

経済産業省は４月１日、風力発電設備の定期安全管理検査制度を施行する。３月８日、日本電気協会の開催した電気技術規格委員会（ＪＥＳＣ）では、事業者が行う検査の具体的方法について、「風力発電設備の定期点検指針」としてとりまとめ、審議を実施。単機出力５００ｋＷ以上の同発電設備各部位に関し、半年から３年ごとの定期事業者検査を義務づけるなどの指針を決定した。
